Government Affairs Update


Governmental Affairs and builder advocacy continue to be the primary focus of the Riverside County Chapter. We are engaged with jurisdictions throughout Riverside County on numerous issues. Several updates include:


  • California Fire Hazzard Severity Zone Remap: The process to determine new fire hazard severity zones is underway statewide and has significant impacts throughout Riverside County. If you have not had a chance to review the maps and the potential impacts on your projects, we strongly encourage you to do so. The public comment period on the maps is open now and closes August 9th. We urge to comment on these maps as they have the potential to significantly raise the cost of housing and limit access to homeowners insurance in Riverside County.  All the materials to review and comment can be found by clicking here.


  • SCAG Greenprint Status: As you will recall Southern California Association of Governments (SCAG) has been working on an online conservation planning tool, in a manner that could invoke new CEQA threats to entitled housing projects. Through the efforts of BIA and others SCAG has created a Technical Advisor Committee (TAC) to address our and likeminded organizations concerns. The new TAC will meet for the first time on July 26th and your BIA will remain engaged in the process to protect homebuilding in Riverside County and Southern California.


  • Affordable Housing: Local cities are actively grappling with the continued state-required affordable housing mandates. Unfortunately, those state mandates come without any new funding sources, causing communities to look to the home building industry as the primary funding source via inclusionary housing policies and fees. While we understand the difficult challenge local governments face achieving affordable housing goals, taxing new home buyers to cover those costs will only make homes more expensive and put home ownership out of reach for even more people, making the problem worse. We are currently involved in discussions on new inclusionary housing fee proposals in several cities where our goal remains to make sure the policy has an in-lieu fee option and that the new fee is as low as possible.


  • User and DIF Fee Updates: Driven by inflation, we are seeing many jurisdictions conducting user fee and DIF fee updates. As interest rates climb and home sales slow there is no worse time for higher costs for builders. Your BIA is engaged in several jurisdictions and participating in these discussions and will work for increases that are as fair and as moderate as possible.    


  • Elections 2024: We are coming up on the all-important fall season that leads up to the early March 2024 primary. In March we will see primary elections for the Board of Supervisors and some City Council’s in Riverside County. These primaries will roll into a very busy fall 2024 where nearly every elected body in Riverside County will hold elections. Candidates are beginning to emerge, and we continue to work hard identifying and supporting pro-business, pro-housing candidates.
