Government Affairs Update
Governmental Affairs and builder advocacy continue to be the primary focus of the Riverside County Chapter. We are engaged with jurisdictions throughout Riverside County on numerous issues. A few updates include:

AB 2840 Defeat: This legislation would have prevented mixed use housing developments that included warehousing, while taking away land use authority from local cities and counties. A broad coalition including BIASC, CBIA, CBPA, NAIOP and construction trade union partners worked together to defeat this bill. I want to thank all our members who participated in our member mobilization efforts sending emails and letters to your legislators. Your efforts paid off, congratulations!

Affordable Housing: Local cities are actively grappling with the latest state-required affordable housing mandates. Unfortunately, those state mandates came without any new funding sources, causing communities to look to the home building industry as the primary funding source via inclusionary housing policies and fees. While we understand the difficult challenge local governments face achieving affordable housing goals, taxing new home buyers to cover those costs will only make homes more expensive and put home ownership out of reach for even more people, making the problem worse. We are currently involved in discussions on new inclusionary housing fee proposals in several cities where our goal remains to make sure the policy has an in-lieu fee option and that the new fee is as low as possible.

User and DIF Fee Updates: Driven by inflation at over 8%, we are seeing many cities conducting user fee and DIF fee updates. As interest rates climb and home sales slow there is no worse time for higher costs for builders. Your BIA is engaged in several cities participating in these discussions and make sure these increases are accurate and as moderate as possible.      

SCAG Greenprint Status: As you will recall Southern California Association of Governments (SCAG) has contracted with the Nature Conservancy utilizing SB 1 Transportation Funds, to create an online conservation planning tool, in a manner that could invoke new CEQA threats to entitled housing projects. While this effort remains on hold according to SCAG, but the path forward remains unknown. The Riverside BIA has actively engaged WRCOG and is working to educate local cities to the threat this program presents to new home construction.

Elections 2022: We are now into the all-important to the fall campaign season. This fall we will see elections at local City Council’s, Water and School Boards in nearly every jurisdiction in Riverside County. Candidate filling periods have opened and will remain open until early August. We continue to work hard identifying and supporting pro-business, pro-housing candidates.

The Building Industry Association of Southern California mourns the passing of beloved statesman and dedicated public servant Senator Bob Dutton.

Our heartfelt condolences to his loving wife of over 40 years, Andrea, daughter, Kara, and parents, Ted & Jo Dutton. We have lost a brilliant leader and dear friend of our industry who spent more than 40 years in real estate investment and management. Senator Dutton’s remarkable career of public service reflected his devotion to his neighbors, community and country. Because of his decades-long support of homeownership and his significant leadership role in the $38 billion infrastructure bonds negotiation in 2007, Sen. Dutton received national recognition by the BIA as the State Official of the Year. His legacy of public service will always be admired and appreciated.
